A senior EU lawmaker said Tuesday that U.S. tech giants such as Apple, Google, Facebook and Amazon must be regulated by the EU country where they are based, limiting efforts by some member states to broaden the scope of the proposed law.
The country-of-origin principle is set out in the draft by EU antitrust chief Margrethe Vestager, known as the Digital Services Act, which requires U.S. technology giants to do more to monitor the internet for illegal and harmful content.
The proposal means that Ireland would be responsible for regulating Apple, Alphabet unit Google and Facebook because they have their European headquarters there, while Amazon is subject to Luxembourg’s supervision.
France and some other countries want to broaden the scope, fearing that enforcement, which focuses on just two nations, could weaken rules and decision-making.
Lawmaker Christel Schaldemose, who leads the DSA through the European Parliament and has the power to amend or add other provisions, supports the main proposal of the law.
