{"id":36094,"date":"2023-02-27T16:08:29","date_gmt":"2023-02-27T21:08:29","guid":{"rendered":"https:\/\/www.itworldcanada.com?p=529921"},"modified":"2023-02-28T09:22:30","modified_gmt":"2023-02-28T14:22:30","slug":"canada-bans-employees-from-using-tiktok-on-federal-devices","status":"publish","type":"post","link":"https:\/\/technewsday.com\/staging\/canada-bans-employees-from-using-tiktok-on-federal-devices\/","title":{"rendered":"Canada bans employees from using TikTok on federal devices"},"content":{"rendered":"<p>Federal employees have been banned from using the Chinese-based TikTok video app on Canadian government-issued computing devices.<\/p>\n<p>&#8220;Effective Feburary 28, the TikTok application will be removed from government-issued mobile devices,&#8221; Treasury Board president Mona Fortier <a href=\"https:\/\/www.canada.ca\/en\/treasury-board-secretariat\/news\/2023\/02\/statement-by-minister-fortier-announcing-a-ban-on-the-use-of-tiktok-on-government-mobile-devices.html\"  rel=\"noopener\">said in a statement today<\/a>. &#8220;Users of these devices will also be blocked from downloading the application in the future.<\/p>\n<p>&#8220;Following a review of TikTok, the Chief Information Officer of Canada determined that it presents an unacceptable level of risk to privacy and security.&#8221;<\/p>\n<p>The decision to remove and block TikTok from government mobile devices is being taken as a precaution, the statement says, particularly given concerns about the legal regime that governs the information collected from mobile devices, and is in line with the approach of our international partners. On a mobile device, TikTok\u2019s data collection methods provide considerable access to the contents of the phone.<\/p>\n<p>\u201cWhile the risks of using this application are clear, we have no evidence at this point that government information has been compromised.<\/p>\n<p>\u201cFor the broader public, the decision to use a social media application or platform is a personal choice. However, the Communications Security Establishment\u2019s Canadian Centre for Cyber Security (Cyber Centre)\u00a0<a href=\"https:\/\/cyber.gc.ca\/en\/guidance\/protect-how-you-connect\">guidance<\/a>\u00a0strongly recommends that Canadians understand the risks and make an informed choice on their own before deciding what tools to use.\u201d<\/p>\n<p>Treasury Board is responsible for advising the government on digital standards for federal employees.<\/p>\n<p>The announcement comes after Canada\u2019s federal privacy commissioner, along with three provincial privacy commissioners, <a href=\"https:\/\/www.itworldcanada.com\/article\/breaking-news-canadian-privacy-commissioners-investigating-tiktok\/529212\"  rel=\"noopener\">last week started an investigation<\/a> into TikTok, examining how the video-streaming platform collects the personal data of Canadian users.<\/p>\n<p>The investigation is beginning now because class action lawsuits in the\u00a0<a href=\"https:\/\/www.tiktokdataprivacysettlement.com\/\" rel=\"noopener\">United States<\/a>\u00a0and Canada have been settled, the commissioners said in a statement.<\/p>\n<p>It also comes after Washington <a href=\"https:\/\/www.cfr.org\/in-brief\/us-government-banned-tiktok-federal-devices-whats-next\"  rel=\"noopener\">issued a ban in December<\/a> on U.S. government employees using TikTok on federal devices. <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_23_1161\"  rel=\"noopener\">In February the European Commission suspended<\/a> the use of the TikTok application on its corporate devices and on personal devices enrolled in the commission&#8217;s mobile device service.<a href=\"https:\/\/www.cnn.com\/2023\/02\/23\/tech\/tiktok-ban-european-commission\"  rel=\"noopener\"> Employees have until March 15th to remove it from their devices.<\/a><\/p>\n<p>TikTok is owned by ByteDance of Bejing. <a href=\"https:\/\/www.newsweek.com\/tiktok-owned-controlled-china-communist-party-ccp-influence-1752415\"  rel=\"noopener\">According to Newsweek<\/a>, ByteDance is not actually registered in China, but is incorporated in the Cayman Islands.<\/p>\n<p>There are allegations the company is close to the Chinese government. While the company insists its Singapore-based CEO, Shou Zi Chew, is independent, <a href=\"https:\/\/www.nytimes.com\/2022\/09\/16\/technology\/tiktok-ceo-shou-zi-chew.html\"  rel=\"noopener\">last month the New York Times said<\/a> 12 former TikTok and ByteDance employees and executives believe his decision-making power is limited.<\/p>\n<p>&#8220;Decisions about the service \u2014 including moves to emphasize livestreaming and shopping on TikTok \u2014 are made by <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/www.nytimes.com\/2021\/05\/19\/technology\/bytedance-tiktok-zhang-yiming-resign.html\">Zhang Yiming<\/a>, ByteDance\u2019s founder, as well as by a top ByteDance strategy executive and the head of TikTok\u2019s research and development team, said the people, who declined to be identified for fear of reprisals,&#8221; the article says in part.<\/p>\n<p>Shou Zi Chew is scheduled to testify before the U.S. Congress on March 23rd,<a href=\"https:\/\/www.cnn.com\/2023\/01\/30\/tech\/tiktok-ceo-congress\/index.html\"  rel=\"noopener\"> according to CNN.<\/a> This follows the company&#8217;s COO&#8217;s testimony before Congress last September.<\/p>\n<p>There are also fears that TikTok could gather the private data of subscribers.<\/p>\n<p>Last June, <a href=\"https:\/\/www.buzzfeednews.com\/article\/emilybakerwhite\/tiktok-tapes-us-user-data-china-bytedance-access\"  rel=\"noopener\">Buzzfeed reported<\/a> on leaked audio from more than 80 internal TikTok meetings showing China-based employees of ByteDance have repeatedly accessed nonpublic data about U.S. TikTok users.<\/p>\n<p>In December, <a href=\"https:\/\/www.forbes.com\/sites\/emilybaker-white\/2022\/12\/22\/tiktok-tracks-forbes-journalists-bytedance\/?sh=4b094f407da5\"  rel=\"noopener\">Forbes reported<\/a> that an internal investigation by ByteDance found that employees tracked multiple journalists covering the company, improperly gaining access to their IP addresses and user data in an attempt to identify whether they had been in the same locales as ByteDance employees.<\/p>\n<p>In August, 2020, Public Safety Canada recognized growing international concern about TikTok and alleged privacy concerns <a href=\"https:\/\/www.publicsafety.gc.ca\/cnt\/trnsprnc\/brfng-mtrls\/prlmntry-bndrs\/20201201\/002\/index-en.aspx\"  rel=\"noopener\">in a research note quoting news media.<\/a><\/p>\n<p>Being dropped by the general public in Western nations because of these allegations would be costly to TikTok and ByteDance because of the huge usage of the app around the world.
