U.S. Lawmakers To Open Negotiations On Chip Funding

More than 100 House and Senate members, who are part of a “conference committee,” will meet on Thursday to begin negotiations on chip financing and U.S. competitiveness with Chinese tech.

Lawmakers will negotiate a compromise that includes $52 billion in subsidies for semiconductor manufacturing.

The Senate on Wednesday made more than two dozen requests to instruct negotiators on a range of issues.

Although the motions are not binding, they highlight some of the issues senators want to see in the final bill and what could prevent them from getting enough votes to become law.

In June 2021, a bill to promote chip financing and competitiveness with Chinese technologies was passed by the Senate, while the House passed a similar bill in February.

The Senate bill passed in June included $52 billion for chips. The bill authorized another $200 billion to promote scientific and technological innovation in the U.S. However, the bill was blocked in the House of Representatives.

The House of Representatives passed a similar bill in February with $52 billion in chip funding, but it was unable to pass because of differences in some scientific and technological provisions.
